  The Council of Kaohsiung County (including the administration area of Pingtong) was first established on April 15,1947 after the recovery of Taiwan, and Chungshan Hall in Fengshan was its meeting place and sixty senators, including the chief senator Teng-chi Ye, and the vice senator Chao-szu Liu were elected. Because the resignation of Teng-chi Ye and Chao-szu Liu at the first session on April 27,1951, the Kaohsiung county council reelected Mr. Kun-lun Chen and Mr.Ching-wen Chen to replace them on July 27,1951. Not until the administration areas were separated into Kaohsiung and Pingtong was the council system complete. The council started to monitor the local government in 1951. Also it adopted the system of general election, in which the whole county was separate into ten election areas. After the vote, there were 47 Kaohsiung councilors, including four female councilors. The first Kaohsiung council then was established on January 11, 1953 and the new chief senator and vice senator were then elected. The Kaohsiung council moved to Chungshan East road in 1957.
 
  Because the old building was not big enough, the County Council was moved to an official building with beautiful European style on Kuo-tai Road in 1994, which soon becomes the favorite background for wedding photographs. In order to expand the function of council, the County Council provides spaces for academy exhibitions, and even outdoor musical fountain as well as Water Dancing every Saturday nights from 7 pm to 9 pm, which is also a relaxed place for the residents to sample coffee and tea.
